智库专家应邀出席2023金砖国家新工业革命伙伴关系论坛并发言

2023年11月16日,由工业和信息化部、福建省人民政府主办的2023金砖国家新工业革命伙伴关系论坛在厦门国际会议中心开幕。

智库主任助理付伟博士应邀参加人工智能专题研讨,并作题为“加强数据共享助力金砖国家人工智能发展”(Strengthening data sharing to support the development of AI in BRICS countries)的主题发言,阐述了金砖国家开展数据共享助力人工智能发展的优势,并建议从加快形成金砖机制下的数据共享原则共识、提出支持不同主体进行数据共享的激励机制、倡导金砖国家共建共享互联互通数据基础设施以及支持跨境数据共享合作的产业实践等四个方面推进金砖国家数据共享。

本次论坛以“深化伙伴关系合作,推进金砖国家新型工业化”为主题,邀请金砖及“金砖+”国家政府、企业和学术机构以及相关国际组织代表参会,并围绕工业互联网与数字制造、智能制造创新发展、数字经济、人工智能、绿色可持续发展、产融合作、能源电子产业等方面内容进行专题研讨。

Strengthening data sharing to support the development of AI in BRICS countries

 

Dear guests, ladies and gentlemen,Good afternoon. Thank you for the introduction from the host. I’m FU Wei from Fuxi Institution. Fuxi is dedicated to building a new research institution focused on digital economy and creating an open platform for data exchanging. It is a pleasure to be invited to participate in this forum today. The theme of my speech is “Strengthening data sharing to support the development of AI in BRICS countries”.Human beings have experienced several waves of AI, and while we always believed that the era of AI was near, but it never happened as we wished. Today AI is once again highlighted. Leaders from politics, business and academic around the world are discussing AI, and There are lots of AI-related goods and services for daily life. We do believe that the era of AI is really coming.Today, the success and enormous potential of AI are inseparable from rapidly improving computing power, better algorithms, models with larger parameters, and more importantly, training datasets. As the quantity and type of data available to any country and organization is limited, it is necessary to build large-scale, diverse and high-quality datasets through data sharing.The BRICS countries are spread across continents and from the north to the south of the Earth, so they have significant diversity in geographical distribution; at the same time, they also have unique national cultures, product varieties, and economic and trade structures. All these diversities are mapped into cyberspace. The result will inevitably lead to the diversity and richness of data, which is significantly distinct from other multilateral mechanisms. That’s why enhanced data sharing can be a comparative advantage for developing AI in BRICS countries.On the other hand, the BRICS countries have generally better internet access, with prevalence rates in the majority of them above 70%. Moreover, the size of the digital economy in some BRICS countries are at the forefront of the world. The widespread use of Internet applications and services, as well as the prosperous of the digital economy, are generating and circulating a large amount of data and datasets every day, all of which lay the foundation for the development of AI in BRICS countries.It is worth looking forward to the strengthening data sharing to support the development of AI in BRICS countries. To this end, it can start from four aspects:First, accelerating the formation of consensus on the principle of data sharing under the BRICS mechanism. A report by the UN pointed out the divides of digital, data, and innovation persist globally. The commercial and social value generated by data is concentrated among a few global players, resulting in many developing countries as mere providers of raw data, have to pay for the services that their data help to produce. As a community with a shared future for development, the BRICS countries should form a consensus on the principle of data sharing to enable the development of AI, in order to fully enjoy the value brought by data utilization, and ensure data security and personal privacy protection.Secondly, proposing an incentive mechanism to support data sharing. On the basis of respecting the cultural diversity of different regions, and with the goal of serving economic and trade cooperation, scientific and technological collaboration, and humanistic contacts, it is encouraged to establish partnerships for data sharing and utilization among industry, academia, and the public and private sector. Incentivize data sharing among AI service providers with a unified data sharing framework.Third, advocating joint contribution and shared benefits of the data infrastructure among BRICS countries. It is encouraged to upgrade data interoperability, contribution and share the data infrastructure, which will support cross-domain data interconnection. At the same time, it is encouraged to support innovative intelligent tools for data sharing, which achieve convenient and secure data sharing across platforms at low cost.Fourth, supporting the industrial practice of cross-border data sharing cooperation. Encourage the construction of shared basic datasets in some important fields such as agriculture, manufacturing, new energy, education, finance, and so on. And, we can encourage public and private sectors to apply AI technology and summarize and promote the best practices.This is the end of my speech. Thank you very much again.
